2006 - 2009 UTLA / LAUSD contract

Salary increase

  • 6% ongoing salary increase retroactive to July 1, 2006.
  • Re-openers for salary, health benefits and other items for years 2007 - 2008 and 2008 - 2009.

Class-size reduction

  • Phased in over three years, beginning July 1, 2007.
    • Year 1: Grades 4,5,6 reduced by two
    • Year 2: Grades 7,8,9 reduced by two
    • Year 3: Grades 10,11,12 reduced by two
  • $70 million in Educational Impact Aid (EIC) money allocated towards class-size reduction
  • Class-size caps

Administrative transfers

  • All members have right to mediation before transfer takes effect if UTLA determines transfer was related to protected union activity.

School-based management waivers

  • UTLA members can appeal decisions beyond the mini-District when waivers are rejected.

Small Learning Community (SLC) lead teachers

  • Gives lead teachers an extra conference period for performance of duties.

Counselors

  • Establishes a task force to address their issues, including due process.

Class assignments

  • Gives teachers additional prep days if they've been assigned late. Principals can't block out spots on the matrix.

Living contract

  • Allows UTLA to address pending issues on an ongoing basis.

What's not in the agreement

UTLA fought off the following District proposals that would have rolled back member rights:

  • No mandatory classroom supervision
  • No imposition of bell schedules
  • No policy that National Board Certified teachers must work in Decile 1 or 2 schools to get the differential
  • No new mandatory buy-back days
