In March, UTLA filed an Unfair Practice Charge with the state Public Employment Relations Board (PERB) against the district for illegally changing the school calendar without bargaining the changes with UTLA. Alberto Carvalho pushed for and the school board voted to implement the illegal calendar change that includes a shorter winter break, ignoring our demand to bargain and their own parent survey that shows an overwhelming majority of parents want to keep the current three-week winter break.
In mid-May, UTLA and SEIU 99 leaders sat down for two days with the district and PERB mediators to resolve Unfair Practice Charges (UPCs) for which PERB has already issued a complaint and that are pending hearing, including the UPC filed by UTLA over the unilateral calendar change.
Carvalho, Kristen Murphy (LAUSD Chief of Staff), and the school board said NO.

Since the district refuses to work with UTLA and SEIU 99 members to resolve the Unfair Practice Charges, PERB will conduct formal hearings for every UPC, including the illegal calendar change.

I proudly support the new UTLA-LAUSD contract agreement and was glad to see that you voted to ratify this agreement also.
But I am shocked and dismayed to see that the school board AGAIN is standing by the superintendent while he undermines the rights of union workers.
Carvalho and the district refuse to resolve unlawful acts of retaliation and abuse against SEIU 99 workers that were the basis of the March Unfair Practice Charge strike, and they refuse to drop the district’s own anti-union Unfair Practice Charge, which is an attempt to retaliate against the lowest-paid workers in the district for collectively standing up for respect and dignity. The district must stop retaliating against SEIU 99 for exercising their legal right to strike and resolve every one of SEIU 99’s charges of retaliation.
Carvalho and the district continue to refuse to negotiate the changes to our work calendar. As educators, we have a right to negotiate over any changes to our work calendar. The district must rescind the illegal calendar changes, maintain the three-week winter break, and meet the district’s legal obligation to bargain.
I urge you to hold the superintendent accountable.
